There was at least one Andrew Neff in Co. C 13th Ohio, but it's not clear whether Andrew Y. (from Champaign Co. OH, and who was definitely in the 13th) was a different person from our Andrew J., or whether the same man was listed two ways. If the latter, Andrew J.'s military record has not been found, as Andrew Y. moved to, and died in, Indiana.
